Terrace CSO-21 Sewer System Separation - Phase A (CWSRF #7339), which includes: new
storm drainpipe, drainage manholes, and catch basins; sewer pipe and manhole rehabilitation; water main relocation; temporary water bypass; reconstruction of roadway pavement and layout; and all materials and equipment, construction, and services inherent to the Work.

This Project is subject to Massachusetts General Laws, Chapter 30, Section 39M. It is to be funded in part with monies made available by the Clean Water State Revolving Fund and is to be funded in part by the Massachusetts Clean Water Trust and compliance with the following is required: Environmental Protection Agency’s (EPA) Diesel Retrofit Program; EPA/Massachusetts Department of Environmental Protection (MassDEP) Division of Municipal Services (DMS) Disadvantaged Business Enterprise Program; the American Iron and Steel requirements of P.L. 113-76 (the Consolidated Appropriations Act of 2014); the Build American, Buy America (BABA) Act requirements; Davis-Bacon Act and wage requirements; and other MassDEP/DMS provisions and policies. NOTE: The Build America, Buy America (BABA) Act requirements are waived for this Project based on EPA’s Decision Memorandum titled Adjustment Period Waiver of Section 70914(a) of P.L. 117-58, Build America, Buy America Act for SRF Projects that have Initiated Design Planning issued September 2, 2022.

2025-17MB INVITATION TO BID 2025-17MB

The City of Holyoke invites Bidders to submit sealed Bids for 2025-17MB - Holyoke Municipal Buildings Floor Finishes and City Hall Immediate Needs, which includes: new flooring in four municipal buildings: City Hall, City Hall Annex, Dept of Public Works Bldg., and Police Station. City Hall, Annex and DPW buildings have asbestos flooring (ACM) to be removed. All existing flooring is to be removed to the original hardwood flooring or substrate prior to new flooring installation. Other minor improvements include replacing valves on existing cast iron radiators, limited removal of partitions, and installation of new casework.

 

Bid Alternates are as follows:

For City Hall - Attic cleaning, Gutter and structural repairs, Roofing and flashing repairs, Clock tower re-roofing, and Clock tower interior repointing.

The City of Holyoke invites Bidders to submit sealed Bids for 2025-111W - Sealed bids for Wistariahurst Retaining Wall Rehabilitation, Holyoke, MA, which includes: rehabilitation of a section of historically significant masonry retaining wall on Pine Street. The project consists of mapping the existing masonry wall stones as they are in place, removal of wrought iron fence and coping, deconstructing the existing masonry wall and marking each stone with unique identification, staging and storing the wall stones on site, earthen excavation to subgrade, construction of a steel-reinforced cement concrete strip footing, reconstruction of the masonry wall with exact stone per location in bed of mortar, perforated pipe subdrain, clean out, free-draining crushed stone backfill, geosynthetic reinforcing in horizontal layers, backfill with compaction, fine grading, reinstall coping and wrought iron fencing, loam and seed, 5-foot wide hot-mix asphalt sidewalk, drain manhole, ADA compliant cement concrete curb ramps with detectable strips including several cement concrete panels, temporary security fencing, temporary traffic control signs and lane or road closures, and clean up. The project is anticipated to include 150 linear feet of continuous wall rehabilitation and sidewalk replacement from the intersection of Pine Street and Hampshire Street, northward along Pine Street.

 

DCAMM Certification is required. The bidder Contractor shall also be MassDOT, Highways Division, Prequalified in the classes of work, “DRAINAGE” and “HIGHWAYS-SIDEWALK and CURBING”. The bidding and award of the Contract shall be in full compliance with Section 39M inclusive of Chapter 30 of the General Laws of the Commonwealth of Massachusetts as last revised. This project shall also comply with Sections 39F, 39K, 39N, and 39O of Chapter 30 of the General Laws of the Commonwealth of Massachusetts as last revised.

Bids will be received, at the City of Holyoke, Office of Procurement, 536 Dwight Street, Room 3, Holyoke, Massachusetts 01040 until December 17, 2024 at 2:00PM EST and publicly opened at that time.

Student Information System, Holyoke Public School District

The Holyoke Public Schools (HPS) is seeking proposals for a comprehensive, integrated student information system (SIS) that can successfully provide the products and services described in this Request for Proposals (RFP).

HPS seeks an SIS provider that can provide, implement, and support K-12 student information systems and is fully compliant with the Massachusetts data interoperability standards.

HPS seeks a provider that offers a core system in conjunction with possible third-party solution(s) that will be configured and integrated to provide the full range of system functionality to meet the requirements as stated in this RFP. The solution shall have proven state of the art technology that will provide the ability to plan, control and account for school districts, and State agencies’ required student information activities and resources.

HPS invites qualified SIS solution providers to submit a proposal to provide a comprehensive SIS solution. The selected provider will provide both software and system integration utilizing the MA state model.

Proposals must be prepared in accordance with all applicable laws and regulations of the Commonwealth of Massachusetts, and the City of Holyoke. All proposals must comply in all respects with the instructions, conditions, specifications, and other requirements in the Request for Proposals, which can be obtained from the City of Holyoke 536 Dwight Street, Room 3 Holyoke, MA 01040, Monday through Friday 9:00 am to 4:00 pm; or electronically from sweeneye@holyoke.org

Proposers must submit one (1) original unbound single-sided copy, one (1) double-sided bound copy, and one (1) electronic copy saved on a standard memory stick, of the technical (non-price) proposal, and one (1) original copy in a separately sealed envelope containing the price proposal, certificate of non-collusion, and certificate of tax compliance and all required forms by December 5, 2024 at 2:00 PM EST to the attention of: Edward Sweeney, Chief Procurement Officer, City of Holyoke 536 Dwight Street, Room 3 Holyoke, MA 01040.  Proposals that are faxed, emailed, or late will not be accepted. Price proposals and technical proposals must be submitted in separate envelopes.

The City intends to select a proposer shortly after receipt of the RFP responses. Work on the project must commence as soon as possible after contract execution.  To meet the District's objectives, we need to have the system operational for scheduling by March 1, 2025. The City reserves the right to reject any and all proposals.
