The City of Holyoke’s Office of Planning and Economic Development (OPED) is seeking a Brownfields Grant and Project Coordinator, for an eighteen (18) month period providing
professional consulting services, including grant support and consultation, to support community efforts to generate and implement creative strategies in redeveloping brownfield or suspected brownfield sites. Our goal is to have "in house" support to apply for brownfield grants for city projects, to offer consultation services (up to 10 hours per business/developer) for private business owners and developers and manage the city projects and/or help the city obtain services for projects..

Documents will be available from the City of Holyoke’s Purchasing Office, 536 Dwight Street, Room 3, Holyoke, MA 01040 beginning at 10:00AM on Monday March 3, 2025. The Office of Planning and Economic Development (OPED) is seeking a professional for tourism consulting and grant management services, for a 12-month period - 20-25 hours per month.

Tourism Grant and Project Manager, will support the city and OPED’s efforts around tourism as it is related to the Holyoke Tourism Strategic Plan (2020), the Explore Holyoke website and the Tourism Advisory Committee (TAC). The Tourism Grant and Project Manager will aid in overseeing all activities related to the administration of the Mass Gaming Mitigation Fund grant while maintaining compliance with regulatory requirements.

ESTIMATED CONTRACT VALUE IS $347,815/YR FOR 3YRS.

The City of Holyoke invites sealed bids for its 2025-2027 CDBG Sidewalk Improvements Project. Work will occur at a number of locations across the City.

Bidding procedures shall be in accordance with the provisions of M.G.L. Chapter 30B, Section 39 M, as amended and Chapter 149, Sections 26-27B inclusive and Section 44A-44I inclusive. Federal funds are being used to fund this project. Respondents must be eligible to receive Federal funds and must comply with all Federal requirements.

Sealed bids for the General Contract will be received until 2:00 PM, on April 15, 2025.

All bids may be mailed or hand-delivered to the above specified receiving address prior to the time specified hereunder, in accordance with the procedures set forth in the INSTRUCTIONS TO BIDDERS.

Every Bid and shall be accompanied by a bid deposit, in an amount not less than five percent (5%) of the bid amount, in the form of a bid bond; or a certified check; or a treasurer's check; or by cashier's check issued by a responsible bank or trust company, made payable to the City of Holyoke.

Beginning at 10 AM on March 19, 2025, all project documents will be distributed and supplied by the City of Holyoke’s in electronic format only. Submit requests for documents to Jaime Morrow, Chief Procurement Officer, at morrowj@holyoke.org between the hours of 8:30 AM and 4:30 PM. The City of Holyoke’s Department of Public Works is soliciting proposals for a Treatment Facilities Contract Operator to provide full-service operations and maintenance of the City’s Wastewater Treatment, Collection, Stormwater, CSO, and Flood Control System, and Industrial Pretreatment Program as an independent contractor to the City.

The Request For Proposals (RFP) is issued under the provisions of the laws, including statutes, ordinances, resolutions, and rules, of the Commonwealth of Massachusetts and the City, invites qualified firms to submit their Proposals to provide the services described.

The City’s objectives for the contracted operation and management of its wastewater collection and treatment system include providing the City with professional, cost-effective operations of the plant, collection system, stormwater, flood control operations, and all related assets that meet or exceed industry standards, comply with all permits, anticipate future needs, and effectively respond to both threats (emergencies) and opportunities.

Subject to approval by the City, the contract term is (10) years plus one additional five-year optional extension, which will be mutually agreed upon.

Copies of the RFP may be requested electronically from the Director of Public Works, Carl Rossi, through Mr. Christopher Dunphy, serving as the designated contact person at dunphyc@holyoke.org.

RFP documents will be available starting January 23, 2025 after 10:00 AM EST. SEALED PROPOSAL SUBMISSIONS ARE DUE NO LATER 2:00 PM EST on MARCH 27, 2025. No late submissions will be accepted. The City of Holyoke is seeking sealed bids from qualified businesses to provide the conservation treatment of one bedroom on the second floor featuring 19th-century English pattern block printed wallpaper and ceiling affected by water damage from a leaking chimney at Wistariahurst Museum, 238 Cabot St., Holyoke, MA 01040 including all materials and labor necessary to complete the work.

Involvement with any City of Holyoke Procurement shall be in accordance with M.G.L 30B, 30, c. 30B & 5, c. 7C & 44-57and Ch.149 all as amended.
