The City of Holyoke invites sealed bids from responsible and responsive bidders to furnish the advanced manufacturing equipment outlined in the technical specifications and in accordance with Contract Documents prepared by the City of Holyoke. All proposed equipment must be new (not a resale of used equipment) and meet or exceed the technical specifications. Dean High School is located at 1045 Main St., Holyoke, MA.

Documents will be available from the City of Holyoke’s Purchasing Office, 536 Dwight Street, Room 3, Holyoke, MA 01040 beginning at 10:00AM on Friday December 20, 2024. Bid documents may be requested via email to sweeneye@holyoke.org or in person at the City of Holyoke’s Purchasing Office. The deadline to submit bid proposals is January 15, 2024, by 2:00PM, at which time all bids received will be publicly opened in compliance with Chapter 30B and the City of Holyoke’s Ordinances. The City of Holyoke’s Department of Public Works is soliciting proposals for a Treatment Facilities Contract Operator to provide full-service operations and maintenance of the City’s Wastewater Treatment, Collection, Stormwater, CSO, and Flood Control System, and Industrial Pretreatment Program as an independent contractor to the City.

The Request For Proposals (RFP) is issued under the provisions of the laws, including statutes, ordinances, resolutions, and rules, of the Commonwealth of Massachusetts and the City, invites qualified firms to submit their Proposals to provide the services described.

The City’s objectives for the contracted operation and management of its wastewater collection and treatment system include providing the City with professional, cost-effective operations of the plant, collection system, stormwater, flood control operations, and all related assets that meet or exceed industry standards, comply with all permits, anticipate future needs, and effectively respond to both threats (emergencies) and opportunities.

Subject to approval by the City, the contract term is (10) years plus one additional five-year optional extension, which will be mutually agreed upon.

Copies of the RFP may be requested electronically from the Director of Public Works, Carl Rossi, through Mr. Christopher Dunphy, serving as the designated contact person at dunphyc@holyoke.org.

RFP documents will be available starting January 23, 2025 after 10:00 AM EST. SEALED PROPOSAL SUBMISSIONS ARE DUE NO LATER 2:00 PM EST on MARCH 27, 2025. No late submissions will be accepted. Technical Proposals & Price Proposals MUST be in separate envelopes. No electronic submission allowed. The City reserves the right to reject any and all submissions at its discretion.

NOTE: The City will conduct a mandatory pre-proposal meeting and tour of the facilities on February 12, 2025. All proposers interested in attending must email the designated contact to confirm attendance by 4:00 PM EST on February 10, 2025. This meeting is mandatory to allow for questions and clarifications concerning the City’s RFP process, the scope of services, and the subsequent award of the contract. A walk-through tour of each facility will be held immediately following the meeting.
