PURCHASING DEPARTMENT INVATATION TO BID CBDG SIDEWALK IMPROVEMENTS BIDS ARE DUE BY 2:00 PM ON APRIL 15, 2025 POTENTIAL BIDDERS MUST BE MASSDOT PREQUALIFIED IN THE CATAGORY HIGHWAY SIDEWALK & CURBING ESTIMATED CONTRACT VALUE IS $347,815/YR FOR 3YRS. The City of Holyoke invites sealed bids for its 2025-2027 CDBG Sidewalk Improvements Project. Work will occur at a number of locations across the City. Bidding procedures shall be in accordance with the provisions of M.G.L. Chapter 30B, Section 39 M, as amended and Chapter 149, Sections 26-27B inclusive and Section 44A-44I inclusive. Federal funds are being used to fund this project. Respondents must be eligible to receive Federal funds and must comply with all Federal requirements. The City of Holyoke’s Department of Public Works is soliciting proposals for a Treatment Facilities Contract Operator to provide full-service operations and maintenance of the City’s Wastewater Treatment, Collection, Stormwater, CSO, and Flood Control System, and Industrial Pretreatment Program as an independent contractor to the City. The Request For Proposals (RFP) is issued under the provisions of the laws, including statutes, ordinances, resolutions, and rules, of the Commonwealth of Massachusetts and the City, invites qualified firms to submit their Proposals to provide the services described. The City’s objectives for the contracted operation and management of its wastewater collection and treatment system include providing the City with professional, cost-effective operations of the plant, collection system, stormwater, flood control operations, and all related assets that meet or exceed industry standards, comply with all permits, anticipate future needs, and effectively respond to both threats (emergencies) and opportunities. Subject to approval by the City, the contract term is (10) years plus one additional five-year optional extension, which will be mutually agreed upon. Copies of the RFP may be requested electronically from the Director of Public Works, Carl Rossi, through Mr. Christopher Dunphy, serving as the designated contact person at dunphyc@holyoke.org. The City of Holyoke invites electronic bids from qualified individuals or firms for Green Infrastructure improvements at the two (2) Holyoke Public Schools for:
Exterior site work including porous pavements and a rain garden at both the Sullivan Elementary School (400 Jarvis Avenue) and Holyoke High School (500 Beech Street), Holyoke in accordance with contract documents and specifications prepared by the City of Holyoke.
Bidding procedures shall be in accordance with the provisions of M.G.L. Chapter 30, Section 39M and Chapter 30B, Section 5 and minimum wage rates as required by M.G.L. Chapter 149, Section 26- 27H, inclusive as amended. It shall be the responsibility of each supplier to assure compliance with any OSHA, EPA, CORI, DEP, and/or FEDERAL, STATE of MASSACHUSETTS rules, regulations or other requirements, as each may apply.
