Item 1: 12-1-20 PUBLIC HEARING Petition from residents on Michigan Ave. for speed bumps

Item 2: 8-3-21 Zone Change Application for Ivan Troshchiy to change from RA to RO at 405 Ingleside Street to rezone in a manner consistent with development patterns in the area.

Item 3: 6-15-21 LISI – that section 4.6.3.2 be amended to allow for increased fence heights by special permit.

Item 4: 8-3-21 MURPHY – Updating to the Holyoke ordinances of Uses – Defining restaurant adding to SEC 2 Under Appendix A
Restaurant – a business establishment where meals or refreshments may be purchased
Restaurant Sit down: A building, or portion thereof, containing tables and/or booths for at least two-thirds of its legal capacity, which is designed, intended and used for the indoor sales and consumption of food prepared on the premises, except that food may be consumed outdoors in landscaped terraces, designed for dining purposes, which are adjuncts to the main indoor restaurant facility. The term “restaurant sit down” shall not include “fast food establishments” but may also include “drive in – or take out” and food delivery services.
Restaurant, drive-in or take-out: Premises and building for the sale, dispensing, or serving of food, refreshments, or beverages. for Consumption in vehicles temporarily parked on the premises, or at tables, benches, counters and the like the majority of which are out-of-doors; or for consumption off the premises, may also offer drive-in or take-out and food delivery services.

Item 5: PUBLIC HEARING (continued from 7-27-21, 9-14-21) 6-15-21 – Zone change proposal to create a Retail Center (RC) zone taking into account both present tenancies and desired future development of such properties with appropriate criteria to ensure proper cohesive uses and promote continued mixed commercial/retail in Holyoke.

Item 6: PUBLIC HEARING (continued from 7-27-21, 9-14-21) 6-15-21 – Zone change proposal to have the City of Holyoke remove from its Code of Ordinances, Appendix A, Zoning Ordinance, Section 8.3 “Shopping Center Districts” and any other references to said zone and replace with Retail Center (RC).

Item 7: PUBLIC HEARING (continued from 7-27-21, 9-14-21) 6-15-21 – Zone change proposals to rezone the following parcels to Retail Center (RC) in an effort to create a cohesive regional destination district of mixed commercial / retail which all property owners will share the same regulations: 12 Holyoke St (117-00-005), 229-241 Whiting Farms Rd (174-00-013), 227 Whiting Farms Rd (174-00-013A), Lower Westfield Rd (174-00-013B), 95 Lower Westfield Rd (174-00-016), 250 Whiting Farms Rd (174-00-017), 225 Whiting Farms Rd (174-00-018), 7 Holyoke St (174-00-020), 98 Lower Westfield Rd (174-00-021), 94 Lower Westfield Rd (174-00-022), 86 Lower Westfield Rd (174-00-024), Whitney Ave (176-00-010B), 50 Holyoke St (176-00-010C), 400 Whitney Ave (176-00-013), Whitney Ave (176-00-014), 489 Whitney Ave (176-00-014.1), 494 Whitney Ave (176-00-027), 496 Whitney Ave (176-00-028), Whitney Ave (176-00-029).

Item 8: 2-16-21 ANDERSON-BURGOS — Ordered, that Sec 86-321 of the City’s Parking Ordinance be amended by striking the following section:

Item 9: 8-3-21 MURPHY — Ordered that the ordinance committee meet to discuss downtown parking meters in terms of the amount of time allowed & the price charged, as well as how we might increase the number of payment options available.
