Agenda:
Item 1: 04/03/18 Bartley, Vacon – Ordered the mayor, the auditor, and the city’s financial team as needed, provide draft internal controls on how city grants are to be administered so that future governments (re: city taxpayers) are not faced with paying for administrative shortfalls.

Item 2: 4/21/15 Lisi – Ordered, that Section 2-35 of the Code of Ordinances, entitled “Classification and Compensation Plans” be amended to incorporate a new Classification and Compensation Plan, Elected Official Salary Ordinance and Miscellaneous Salary Schedule based upon the results of the HRS Salary Study, and that the current DH, PR and Miscellaneous Salary Schedules, as well as any other amendments previously adopted under this section be repealed.
Item 3: 2/20/18 Roman/Leahy – Ordered, that the City of Holyoke take up and approve the salary study completed in 2014, and include in its salary revisions salaries of the Mayor, City Council and School Committee Members
Item 4: 8/7/18 McGiverin – Ordered, That Schedule B, Compensation for Elected Officials of Chapter 2 of the Code of Ordinances be amended as follows, effective January 1, 2019:
Mayor: $125,000 City Clerk: $90,000 City Treasurer: $85,000
City Council: $12,500 City Council President: $1,000 (in addition to above)
Item 5: 11/17/18 Lisi – Ordered, that Sec 86-97 of the City’s Parking Ordinance be struck from the city’s parking ordinances:
Sec 86-97. -All night parking
No person shall allow, permit or suffer any vehicles registered in his name, other than one acting in an emergency, to be parked on any street in the downtown area between the hours of 2:00 a.m. and 7:00 a.m. of any day.

Item 6: 11-4-20 Zone Change Application from BL to BH for Holyoke Gas & Electric for alignment with municipal business operations at 91 Walnut St.
*Applicant requested that the application be withdrawn after being advised by Planning that the application was unnecessary
Item 7: 4-21-20 Lisi – Ordered, that in an effort to enhance food access and security for our residents during these uncertain times that we expedite a backyard chicken ordinance as well as review of the permitting process for community gardens to ensure that it facilitates easy access and use of such sites.
Item 7a: Amendment to Chapter 14 of the Revised Code of Ordinances.
Item 7b: Amendment to Appendix A of the Revised Code of Ordinances.
