The Ordinance Committee of the Holyoke City Council will hold a public hearing on Tuesday January 14th at 6:30pm at Holyoke City Hall in the Council Chambers to hear a Special Permit application of Four Trees Holyoke LLC to build and operate a Licensed Recreational Marijuana Retail Establishment (RMRE) and a Marijuana Manufacturing Establishment (MME) at 1 Cabot St. (Map 048 Block 01 Parcel 010) For information on this application please contact City Council Admin.

Item 2: Special Permit application of Holyoke 420, LLC. DBA Holyoke Cannabis to site and operate a Registered Marijuana Retail Store 7.10 at 380 Dwight St. (Map 21 Block 01 Parcel 003)

Item 3: Special Permit application of Four Trees Holyoke LLC to build and operate a Licensed Recreational Marijuana Retail Establishment (RMRE) and a Marijuana Manufacturing Establishment (MME) at 1 Cabot St. (Map 048 Block 01 Parcel 010)

Item 4: Murphy 12/17/19: Order: that the No Parking Except to Load and Unload restriction on the northerly side of Sargeant Street between Main Street and the alley be eliminated

Item 5: Murphy 12/17/19: Order: that in support of a $6.566 million MassWorks grant for infrastructure improvements that will serve an affordable homeownership project in the vicinity of Carlos Vega Park in South Holyoke, order that:

South East Street from Adams Street to Sargeant Street be designated a pedestrian way with a northerly bicycle lane. (Schedule VI)
A southerly bicycle lane be added on the west side of Clemente Street from Hamilton Street to Adams Street. (Schedule XI)
A northerly bicycle lane be added on the east side of South East Street from Sargent Street to Hamilton Street. (Schedule XI)
A bicycle lane be added on both sides of South Bridge Street from Sargeant Street to Hamilton Street. (Schedule XI)
South East Street from Sargeant Street to Hamilton Street be designated one-way in a northerly direction. (Schedule III)
Clemente Street from Adams Street to Sargeant Street be designated two-way. (Remove a portion of Clemente St from Schedule III)

Item 6: Tallman 12/3/19: Ordered that the DPW install truck exclusion signs at both ends of Bemis Rd.

 

Item 7: Murphy 12/3/19: Order: that the city council ask the city engineer to review parking on Sargeant Street between Main and Race Streets, and recommend the best locations to have four parking spaces designated as 30 minute parking. The request should be from 11-7, Tuesday through Sunday, and the recommendations forwarded to the ordinance committee

 

Item 8: Bartley 11/19/19: Order: City Engineer provide a recommendation for temporary parking in front of United Bank, 1830 Northampton St., between Corser St. and United’s driveway. Refer to Ordinance.

 

Item 9: Vacon 11/19/19: Order: that the 25mph speed limit be posted on Evergreen, Bray Park Dr. and Meadowbrook at locations determined by DPW.

 

Item 10: Lebron-Martinez 11/19/19: Lebron-Martinez Order: That Heritage Street, between Dwight St and Appleton St, be changed to a one way only.

 

Item 11: Vacon 11/19/19: Order: That City Council establish a school building study committee to review options and recommend steps for improvements within our city budget.

Membership to include but not be limited to:
Mayor, Receiver, one school committee member, one CC member, one small business owner, one large business owner, a parent with children in the public schools, a renter, a senior citizen, one teacher. Membership should represent all wards of the city to the greatest extent possible.

 

Item 12: Murphy 6/4/19: Ordered that the contract with Zip Cars be reviewed to determine why the city is not receiving any revenue from this enterprise and what can be changed to make sure the city receives an appropriate payment for allowing this company special parking privileges downtown

 

Item 13: McGiverin 2/19/19; Order that the City Council review and update if necessary Section 102-34 -The Collection of fees; Fee Schedule of Chapter 102 – Weights and Measures of the Code of Ordinances. This Fee Schedule was last updated in 1997.

 

Item 14: Sullivan 8/6/19: Order: That the fees in section 102-34 of the city ordinances be increased as necessary. We are paying the state more for this service than we are collecting.

 

Item 15: Bartley 12/17/19: Ordered that the City Council amend city ordinances to require property owners to a. Clear snow away from fire hydrants and b. clear leaves from catch basins

 

Item 16: Anderson-Burgos 9/19/18: Order: that handicap spaces on Ivy Ave be condensed to one space in front of 8 Ivy Ave, to be located on the East side of the street, 90 feet North of Dwight St.
