Item 1: 8/4/20 From One Holyoke Community Development Corp. Zone change from BL to DR for 125 Sargeant St.

*Letter from the Planning Board, dated December 9, 2020, recommends it be approved.

Item 2: 8/4/20 From One Holyoke Community Development Corp. Zone change from BL to DR for 414 Maple St.

Item 3: 10/6/20 Lisi: PUBLIC HEARING Ordered, that the city adopt the MA recommended changes to the floodplain ordinances.

*Letter from the Planning Board, dated December 2, 2020, recommends it be accepted as amended to comply with the NFIP (National Flood Insurance Plan) requirements as found in the model.

Item 4: 4/21/15 Lisi: Ordered, that Section 2-35 of the Code of Ordinances, entitled “Classification and Compensation Plans” be amended to incorporate a new Classification and Compensation Plan, Elected Official Salary Ordinance and Miscellaneous Salary Schedule based upon the results of the HRS Salary Study, and that the current DH, PR and Miscellaneous Salary Schedules, as well as any other amendments previously adopted under this section be repealed.

Item 5: 2/20/18 Roman/Leahy: Ordered, that the City of Holyoke take up and approve the salary study completed in 2014, and include in its salary revisions salaries of the Mayor, City Council and School Committee Members

Item 6: 8/7/18 McGiverin: Ordered, That Schedule B, Compensation for Elected Officials of Chapter 2 of the Code of Ordinances be amended as follows, effective January 1, 2019:

Item 7: 6/16/20 McGee/McGiverin/Murphy/Tallman: Ordered, that the hourly wage for reserve officers be raised from its current $14.95 an hour.  Send to finance in order to address appropriate wage.

Item 8: 11/17/20 Be it ordained by the City Council of the City of Holyoke as follows: Section 1. Appendix A entitled “Zoning” of the Revised Code of Ordinances of the City of Holyoke, Massachusetts, 1997, as amended, is hereby further amended by the following: Adding: Section 1: Definitions: “Hen” – female chicken, “Coop” or “Henhouse” – an enclosed structure for hens, “Run” – enclosed outdoor space for hens. Under section 4.4.2 Permitted Uses, delete current and add in its place: Animals accessory to dwellings, including cattle, horses, sheep, hogs, goats, game birds or similar livestock shall be permitted accessory to a dwelling. Such animals and their wastes shall be contained at least 100 feet from any abutting lot line of a residentially used lot, and at least 100 feet from any year-round surface water body.  Add: Coop/Henhouse and Run for keeping of up to 6 hens. Section 2. All ordinances of parts of ordinances inconsistent herewith are hereby repealed. Section 3. This ordinance shall take effect on the date of passage.

Item 9: 9/15/20 Bartley: Ordered, that the City of Holyoke install a handicap accessible sign at 126 Brown Ave.

*Councilor Bartley has asked that this item be withdrawn
