MINUTES

 

Pursuant to Chapter 20, Section 20 of the Acts of 2021, the regular Meeting of the Holyoke Retirement Board was called to order by Cheryl Dugre 9:00 A.M.  Present were Tanya Wdowiak, Michele Aubrey, Todd McGee. Also present were Executive Director Anthony Dulude, Cyril Espanol-journalist (zoom), Gar Chung-journalist (zoom) and Brian Green (zoom). Celeste Fernandez (Office Staff) and Joseph O’Connor (public).

 

The Board voted 4-0 to name Cheryl Dugre as Chairwoman of the Holyoke Retirement Board.

The Board voted 4-0 to name Celeste Fernandez (Asst Executive Director) as Election Officer.

 

9:01am Thomas Gibson (Board Attorney), Jerry McDonough (Board Attorney) attended via Zoom.

Thomas Gibson expanded on several items.

William Dulude- disability retirement confirmed.

Election dates for vacant McCarthy seat and upcoming election of Ms. Dugre’s seat.

Veteran’s Buyback- notice by November 1st, 2024.

Jerry McDonough- spoke in relation to the new anti-spiking laws.

On separate motions made by Ms. Wdowiak, seconded by Ms. Aubrey, it was voted unanimously, via roll call (4-0) to accept Item I “Minutes,” Item II “Bank Reconciliation,” Item III “Statement of Financial Activities,” Item IV “Retirement Applications,” and Item V “Expenses.”, voting in favor all members.

The Board conducted manager reviews pursuant to 840 CMR 16.07.  Via Zoom:

 

 

The Board deemed the Companies are doing their due diligence with respect to the investment standards set forth in their contracts.

 

Board decided to table action for Western Asset until October meeting.

Elections:

Board voted 4-0 to do 2 separate elections – 1 for Jack McCarthy’s seat December 20, 2024 for term starting

January 1, 2025 through December 31, 2027.

 

The Board will act on Ms. Dugre’s seat at the October 30, 2024 meeting.

 

On a motion made by Todd McGee the Board voted to have a moment of Silence for the Chairman Jack McCarthy.

 

 

The next meeting of the Holyoke Retirement Board will be held on October 30, 2024 @ 9am.

 

There being no further business, a motion to adjourn was made by Ms. Wdowiak, seconded by Ms. Aubrey, passing unanimously, (4-0).
