FFY2023 Community Development Block Grant Proposal Applications

Date of Notice: January 17, 2023

On January 20, 2023, the City of Holyoke Office for Community Development will release the FY2023 Community Development Block Grant (CDBG) Proposal Applications for funding of activities in the City of Holyoke to benefit low and moderate income persons or low and moderate income areas. Eligible activity categories include Public Services, Public Facilities, Housing, Infrastructure, and Economic Development.

Application Guidelines and Instructions, Budget A Form, Budget B Form, and a template of the GoogleForm for can be retrieved from the Office of Community Development’s webpage at www.holyoke.org, from Facebook @HolyokeOCD or by emailing a request to zoellera@holyoke.org. 

All applications must be submitted via GoogleForms and all attachments must be provided to the Office of Community Development by the deadline. 

All applications are due by Friday, February 17, 2023 at 3:00pm EST. No extensions or exceptions will be granted. 

Activities or programs that have not been previously funded with CDBG should be reviewed with OCD staff prior to submitting an application to ensure HUD eligibility.

OCD staff are available to meet virtually with all potential applicants until February 14, 2023 to provide technical assistance with proposal development. Please note that the FY2023 Applications have been revised from previous versions. Application forms from previous years will not be accepted.

Direct assistance to individuals or families is not provided by this process.

FY2023 funding will be for activities from July 1, 2023 through June 30, 2024. The CIty of Holyoke FY2023 CDBG Allocation has not yet been released by HUD. I the FY2022, the City received $1,235,438.00 in CDBG funds. Public Services are capped at 15% of the annual allocation and Admin/Planning is capped at 20% of the annual allocation by HUD.
