Certificate of Inspection (COI) Announcements

As of 10/25/2024, the City has adopted a revised extension policy that gives landlords and homeowners extended time to bring their buildings into compliance. EXTENSIONS ARE NOT GRANTED AUTOMATICALLY. To see if you qualify, read below and/or call the Building Department at 413-322-5600 

To Qualify:

*** Must NOT have been sent COI notices by the City prior to 1/1/2023 OR It can be demonstrated that notices have not been received.  (returned mail)

*** If the property owner has not applied for the COI, the property owner must immediately apply for the Certificate of Inspection whether ready for the inspection or not. No extensions will be given without an application and fee on file with the Building Department.

*** Extensions will only be granted if an applicant can produce active communication and supporting documentation for any delays in progress of needed work.  The applicant must demonstrate work progress through contracts and/or invoices from contractors responsible for the needed work.

Qualified Extensions:

Owner Occupied 5 dwelling units or less:  2 years grace from the date of the initial notification.  This extension will apply only to owners who own the building they live in and no other multi-family buildings of 3 units or more within the City of Holyoke. To prove that the property is owner occupied, Car registration in the name of the applicant or other positive forms of proof shall be accepted.

Non Owner occupied 5 dwelling units or less:  1 year grace from the date of initial notification.

All other Buildings of 6 dwelling units and up:  6 month grace period from the date of the initial notification.

***FINES WILL BEGIN TO ACCRUE AGAIN IF A VALID CERTIFICATE OF INSPECTION IS NOT ISSUED BY THE NEW EXPIRATION DATE***

If the property owner does not qualify for the new extension:

The daily accrual of fines can be PAUSED after the expiration of the grace period only if:

An application is received and paid for with active communication and supporting documentation for any delays in progress of needed work. The applicant must demonstrate work progress through contracts and/or invoices from contractors responsible for the work.  A 6 month grace period will be given to complete the work and obtain a valid Certificate of Inspection while the accrual of fines is paused.   At the end of the 6 month grace period, the fines will again begin to accrue daily if a valid Certificate of Inspection has not been issued.  The fines will be added to the fine amount at the time the extension was granted.
