The City Council is the "legislature" of the Holyoke City government.

With a composition of 13 members, seven represent the residential wards of the City, while the remaining six are elected at-large. The Council has a mandate to insure that Holyoke is run in an effective and efficient manner. The council holds hearings, passes ordinances, financial orders, and resolutions, as well as oversees city finances. In addition, Councilors work to address resident complaints and concerns. The Council Members serve on standing committees, which study and review these matters.

The City Council's major duties include:

  • Approving laws
  • Appointing the tax collector; assessors and certain other municipal officers; Confirming Mayoral appointments.
  • Reviewing and approving the annual municipal budget
  • Rules and orders of the City Council

 

Interested in getting involved?

All council meetings are open to the public and your attendance is welcomed.  The City Council generally meets the first and third Tuesdays of each month in the City Council Chambers located at City Hall. All meetings are currently being held in a hybrid format, with both in person and remote participation via Zoom. Log in and call in credentials for Zoom are provided with meeting agendas.

Members of the public may participate in public comment during full City Council meetings live via Zoom or in person at City Hall. Per City Council rules, statements are limited to 120 seconds, up to 10 people may speak, and public comment is limited to Holyoke residents unless rules are suspended. Please note these rules do not apply to public hearings which are governed by state law. Emailed statements for public comment may be sent to the City Council Administrative Assistant, Jeffery Anderson-Burgos, at anderson-burgosj@holyoke.org Please note that emailed statements must still fall within 120 seconds

Agendas and Minutes as well as video links to meetings are available. Agendas for City Council meetings are posted two business days before the relevant meeting. Past Agendas and Minutes are also kept in the City Clerk's office, are open for public inspection, and can provided upon request.
